VT MAE MRO Hangar at PNS

Project Description


In September of 2014, Mayor Ashton Hayward signed the final lease agreement between the City of Pensacola and VT Mobile Aerospace Engineering Inc. (VT MAE) for the development of a Maintenance, Repair Overhaul (MRO) Hangar at the Pensacola International Airport.

Per the lease, the City of Pensacola will construct an aircraft hangar complex on nearly 19 acres at the Pensacola International Airport and lease the facilities to VT MAE for a 30-year term. The original configuration was designed to accommodate two wide-body aircraft inside of a 160,000 square foot MRO facility. In 2015, the design configuration was expanded to 173,452 square foot facility and will now have the ability to accommodate either two Boeing 777’s, four Boeing 757’s, or six Airbus A-320 sized aircraft.

The new MRO Hangar at the Pensacola International Airport will create 400 new jobs and will bring a new industry to the area. VT MAE will hire skilled personnel including Master Airplane Technicians, Aircraft Inspectors, Master Structures Technicians, Sheet Metal Mechanics, and Avionics Technicians. Local economic development agencies, local educational institutions, and VT MAE have worked together to implement training programs to create a sustainable workforce.

By working with VT MAE, Pensacola will be able to create quality, high-paying jobs and cement Pensacola's position as a true contender for aviation and aerospace industry investments. This partnership aligns well with the City's regional goals to create a robust aerospace cluster and to improve business and job opportunities for the citizens of Pensacola and Escambia County.

Design and construction of the $46 million dollar project is being made possible through a combination of funds from the State of Florida/Florida Department of Transportation (FDOT), the City of Pensacola, Escambia County, VT MAE, and the Industry Recruitment, Retention and Expansion Fund.

The newly configured MRO Hangar at the Pensacola International Airport broke ground on October 28, 2016 and construction will last approximately 16 months. The facility is expected to be operational in early 2018.

  • Completed approximately 95% of the temporary security fencing.
  • Clearing and grubbing ongoing.
  • Silt fencing ongoing based upon the 95% documents.
  • Large scale mulching activities ongoing for cleared debris.
  • Coordinated with Gulf Power for removal of abandoned lines and temporary power.
  • Surveying and layout work on the project site continued throughout the week and is anticipated to be complete next week.
  • Dust abatement continuing on site.
  • Project construction sign installed on Langley Avenue.
  • Clearing site at the building pad location.

Work Completed, Week Ending 11/11/16:
  • Three (3) gopher tortoise burrows have been located and protection provided per the construction documents.  One burrow was located on the work site and two additional burrows were located on the other side of the perimeter road.   Two additional burrows located near the proposed stockpile will be monitored and protected if necessary.  Construction access and egress from the proposed stockpile location will be limited to designated routes.
  • Layout work on the project site continued throughout the week and is anticipated to be complete next week.
  • Continued work on the clearing and grubbing of the site.
  • Security fencing work continued throughout the week and is anticipated to be completed by the end of next week with the exception of the gates.
  • CMAR superintendent’s job site single wide trailer was mobilized on site.  Anticipate mobilization of project doublewide trailer next week.

October 2016 Progress



Work Completed, Week Ending 10/14/16:

  • CMAR has received all executed contract documents required from the City.
  • CMAR has obtained the building permit from the City.
  • CMAR is anticipating the NTP for Monday, October 17, 2016 and will mobilize site contractors to initiate project layout.
  • An introductory meeting with the CMAR team and CA team inspectors/administrators will be held on Monday, October 17, 2016 at 1:30pm at the offices of Greenhut.
  • The CMAR has scheduled the pre-construction conference for October 27, 2016 at 2:00 pm.  The pre-construction meeting will be held at the airport conference room.   A draft agenda will be distributed by the CMAR for review and comment by the design team and CA team.
  • The CMAR will confirm the cost of “Additive Alternate No. 1” as requested by VTMAE during the last VE meeting and distribute to the CA.
  • The CMAR will update the construction schedule with dates based upon an NTP of October 17, 2016.
